ARTICLE 1 (PURPOSE, NAME, MISSION, VISION, VALUES)

PURPOSE
The National Association of Professional River Anglers started in 2006 as the Dayton Fishing League. Like river levels we have transition from a small group to being the largest network of professional river angling in the nation. Our mantra started as “In pursuit of the perfect bass” but has morphed into our current mantra of “Fishing, family, and fun”.  While we are a pro league with dozens of members and scores of sponsors we push for family, fun before the fishing. This keeps us grounded, relaxed, and enjoying the craft of river angling.
NAME
NAPRA started as the Dayton Fishing League, of DFL in 2006. The league was based in the Dayton area and locally until 2012. In 2012 the DFL created a subdivision of  USA Bassin and created a 4 tier league in Ohio, Indiana, Kentucky, and West Virginia. This merger was short lived and the DFL rebranded itself as NAPRA in 2012. We had a peak of 40 members and have ebs and flows to our roster but not our vision. With the rebranding on national sponsor Pradco Outdoor Brands, we have become truly become a national network of the best river anglers in the NATION.
VISION
Our vision is simple:  " Fishing, Family and Fun". While we are a competitive league we will never strive to be cutthroat in our competitions.  The true wining is the FUN of fishing and family atmosphere.
VALUES
While our league has competition our values are simple:   Compete friendly, joke and kid kindly, and thank and praise our anglers and sponsors. 

ARTICLE 2 (MEMBERSHIP)

Membership has 4 different levels:
ELITE SERIES-  $100 a year
BOSS SERIES-  $60 a year
BOTH TRAIL COMBO: $110 a year
BUDDY SYSTEM:  Bring in a new angler and get 1/2 off your membership

ARTICLE 3 (REMOVAL OF MEMBER)

We have conduct rules mentioned in Article 5.  Superseding these rules are three instant removals
A- Verbal or written blasting of NAPRA members, sponsors, or fans in anyway deemed not acceptable by the CEO. He has instant and final say on that matter.
B- Drug or alcohol use before, during, or after events until the event is deemed over by the Rules Director.

ARTICLE 4 (SET UP OF LEAGUE)

The league has two tiers of competition with a weekend-long post season. ALL anglers have a chance to compete..
ELITE SERIES--  7 events with two bonus packed events (Wade War and NAPRA CUP)  to declare a champ.
BOSS SERIES--  5 events with a single round winner take all championship. T

ARTICLE 5 (CLUB RULES)

1) ​One registered for NAPRA and payment is received all anglers will show NAPRA LLC, its board, members, colleagues, and sponsors in a good light. Failure to do so will involve a potential rule infraction. All rule infractions will be investigated by the Event Director, discussed by Board and  voted on in the following means. Appeals of decisions go directly to the CEO for final judgement. 
 
*Minor infractions decisions must be a 3-1 or 4-0 vote to accept majority ruling. 
*Major infraction decisions must be 4-0 vote to accept ruling
 
If a major or minor infractions is by a Board member a proxy member/alumnus will be the independent voter in that place. For the 2023 season it will be Dave Schaller (past member) or Steve Kortis (past member).
 
The levels of infractions are as follows:
 
MINOR                      (Clearly visible and documentable)
 
~         Disturbing waters for other anglers   Penalty of -15”  of total
~         Racist, sexist, comments during         Penalty of 1 event/ 2nd offense
            Recorded weigh ins or social media   warrants a “major”                      
      ~         Late for weigh in (2 minutes plus)       Score cut in ½
      ~         2nd late infraction                                       Score cut in ½ next 2 events
      ~         Littering at event                                       Penalty of 15” of total
                                                                                          Penalty of 15” next event
      ~         Failure to thank sponsors for               Loss of 10” from next events’ 
                  Prizes (Thank you means will be         totals

MAJOR                      (Clearly visible and documentable)
      ~         Repeated minor infraction                     Suspended 1 event
      ~         Bashing sponsors, members, etc.      Banishment of 1 calender year
      ~         Drugs/alcohol before, during, and      Banishment for life/ records
                  After events until released for day      stripped
 
~~ Appeals go to Board/ Final decision will happen in 24 hours

2. Changes to Schedule/ Times ~ With weather, water safety, fishing viability, and river levels always a concern the Event Director will make a final decision to postpone and event by 10pm Saturday (Elite) and 10pm Friday (BOSS) if he feels that the conditions are not optimal/safe for anglers. The CEO has exclusive rights
to cancel and Elite event. This decision will be made by 3am Sundays to help avoid necessary travel. Back up spots for 2023 season, based on river levels will be in order

3. Anglers must have pictures of all fish. At this time no apps will be required but encouraged. The picture must have the code, and length of fish. No exceptions.  Bump board strongly preferred but tape measures are ok. 
4. Fish both series scored will be trout, bass (any including hybrid) and crappie. 
5. Minimum fish is 8” for bass, 10” for crappie.
6. The BOSS Series must run 24 hours to count. If more than ½ the rivers are unsafe to fish (above 75% river flow) the event will be scrapped.  The YUM Series all events must run 3 ½ hours in length. If during an event the rivers appear to be unsafe two options will happen once anglers return to the “launch site”
Call event by majority vote (Event scratched)
Award 100 pts to all anglers, events, hold, and prizes awarded in random order with biggest bass caught winning top prize if majority agrees to keep event.
7. Yum Series anglers must meet at same spot for morning meeting. They must have scorecards in hand at required time. Flow of events will be:
700 Morning Meeting
715-Events starts
1200- Event ends/ 1205  Weigh in
8. Anglers must fish 6 events to qualify for the playoffs. . Scoring based on best 6 events.. See 9c below for more info..
9. Bonuses
 a. NAPRA CUP AND WADE WAR
1st- 105 pts
2nd- 103 pts
3rd- 102 pts
4th to 8th- 100pts
9th to 12th- 98 pts
13th on- 97 pts
Skunked 95 pts.

b. A bonus to the division total of +2 will be awarded to anglers that fish all 7 events
 c. Anglers that fish 7 events can have their lowest total scrapped. If you fish 6 you can not scratch an event.
11. The CEO has exclusive rights to ban any new or renewing member for the   next season. 
12. Weather Rule for Elite Series-  Lightening equals 30 minute pause once ALL 
anglers return to home base. If more than 2 pauses or lightening in the last  45 minutes happens the even is over if the 3 ½ hour threshold was met. 
13. Anglers may not fish within 200 yards of a dam mouth from shore(Must be wading)  or mouth of a major  river.


ARTICLE 6 (APPEALS)

Any angler that is given a rule infraction has the right to appeal.  ~~ Appeals go to Board/ Final decision will happen in 24 hours.

ARTICLE 7 ( PAYOUT/SCORING)

This will be  based on number of participants.  The percentage of payback for events and post season will  roughly 55 to 65% of the yearly budget. The other monies go to administration of the league, trophies, and press.

ARTICLE 8 (SCORING OF EVENTS/POST SEASON)


SCORING OF EVENTS:
A) SPECIES
* ANGLERS IN THE YUM SERIES WILL HAVE THEIR SCORES BASED ON 5 BIGGEST BASS OF ANY KIND
* ANGLERS IN THE BOSS SERIES WILL HAVE THEIR SCORES BASED ON 4 BIGGEST BASS, TROUT OR CRAPPIE (10" MINIMUM ON CRAPPIE)
B) EVENTS REQUIRED FOR SCORING
* YUM SERIES 6 BEST EVENTS/ WORST EVENT SCORING IS ELIMINATED (Must fish 7 for this to be utilized)
* BOSS WILL BE ALL 5 EVENTS/ MAKEUP WEEKEND GRANTED BUT ANGLERS MAY ONLY GET 80 PTS AT MAXIMUM
C) PTS PER EVENT


- 1ST (100) 2ND (99) 3RD (98) 4TH (97) 5TH (96) 6TH (95) 7TH (94) 8TH (93) 9TH (92) 1OTH (91)
11-20TH (90) AND 21-END (89). IF YOU GET SKUNKED (85)


D) WE WILL MAKE SURE EVERYONE GETS A PRIZE PACK DURING THE YEAR

ARTICLE 9 (FINANCES)

NAPRA will work off a yearly budget of $2000. Profits will be split 1/3 to administrative fees, 1/3 to profit, and 1/3 to charity.

* First Cast (Preseason event for Elite/ This will count as a makeup so it is valuable to attend)
*Dayton Cup (NAPRA showcases our league as part of the Wagner Subaru Outdoor X in October)
