NAPRA predicates itself to be a fun league. yes, their is competition. cheating is not needed as we do not give away ranger boats and trips to cancun. so, here are some rules to peruse....
1. Board Setup
1a. There will be 4 board positions in 2020: CEO, President and 2 Trail directors.
1b. Nominations to run for board positions will be open 1 month prior to expiration and voted on the November 2nd of that year. All members from the past year can vote 1x with the CEO's vote worth 3 votes.
1c. CEO and Board Descriptions
CEO (In charge of scheduling, sponsors, budget, NAPRA Nation, and post season events)
President (In charge of scheduling/rescheduling of events,rules or infractions,, and maintaining social media)
North Trail Director ( In charge of prizes, scoring of events, and getting results to President)
South Trail Director ( In charge of prizes, scoring of events, and getting results to President)
1d Board Voting: Each Board member gets 1 vote and CEO gets 2 votes for a total of 5 votes Must have 4 votes to pass any measure. If a rule infraction involves a board member 1 designee from the Elite Trail may take the place of the "defendant" in terms of voting.
1e. Board Meetings: Mid-November January April July and October
1f. Board Correspondences: 1st of month State of Union address/ 5th of month discuss any issues/ 10th of month vote on those issues, 11th of month release info to members
2a. 7 events are scheduled with 1 event being an event on your own. This gives you the freedom to enjoy fishing where you want. This event, which is event #4 will NOT be made up if cancelled due to weather. Two events, #3 and #5 will be together to bond the group together. Anglers must fish event #7 to be eligible for the post-season
2b. Schedule is out and released January 1st. Anglers must compete in 5 events to make the playoffs barring excusal from the CEO.
3a. No pre-fishing after Thursday after 8pm
3b. Rescheduling of event will be decided by Saturday at 2pm. it is the TRAIL Director's responsibility to make this decision. Keep in mind safety is first priority. We may be bunched in an area and not the "open" concept if we need to in order to get the event in.
3c. Qualification for playoffs is based on points based on regular season.
3d. Rules meeting starts at 7am. Anglers must be present for the meeting. Failure to arrive barring emergency (traffic, accident, etc) will result in deduction of 20 inches of your total. Anglers arriving after the start time will not be eligible to fish
3e. Fishing runs 730 to 1145 (unless darkness requires a move back). Weigh in at 12 sharp.
3f. Anglers must be present the entire event. Anglers may only leave in an emergency or event cleared by the Trail Director and President in unison.
3g. Anglers may not cross lines or spots; Give a wide berth to other anglers. If an anglers catches fish in a hole and is scoring a fish on the shore anglers may not come take their spots. If anglers wish to file a complaint and an infraction is warranted it will be resolved before the weigh in.
3h- Weather rule. Lightening results in an immediate suspension of the event for 30 minutes. Anglers must return to "homebase" for a head count. The event must be 2 hours in length to count. If a weather delay happens with 1 hour or less time on the clock the event is concluded at that moment.
~ Infractions are based in two tiers:
The minor tier is being late for the morning meeting, late for return, crossing fishing area, messing up fishing spots, littering, etc. These infractions have the following punitive damages.
Late for morning meeting- Loss of 20 inches to total
Late for return (1145 out of water) - Elimination from event
Crossing paths- 20 inches taken off total
Littering- Elimination from event
Major tiers include drinking/drugs before or after event; fighting, public display of craziness (we are in public), blast of sponsors on social media or blasting of other members past kidding around. Infraction have the following punitive damages:
Drinking/Drugs- Suspension for 1 calendar year
Fighting- Suspension for 1 calendar year
Cheating- Suspension for 1 calendar and cost of prizes for event (minimum $150 fine+)
Craziness- Suspension from current and next event
Blast of sponsors or members- Lifetime ban and $200 fine to incur loss of sponsorship
3j- Appeals may be made in writing to the President . Appeals will be presented by the President and presented to the Board with voting protocols mentioned under rule ID.
4. Event Requirements
4a- No live bait
4b. Must have camera to take pics of fish over 12" (5 keepers)
4c. Minimum of 8" for catches
4d- Bass and trout (if presentable) count
4e- Must have a measuring device of choice of angler.
4f- Must have a cell phone if fishing solo or partner must have a phone in case of emergency
4g- Anglers will sign up for "Remind Me" for last minute blasts of information
4h- Points events will be as follows: 100, 99, 98, etc. Skunked anglers will get 80 pts) This is for events #1,2,3,5,6 and 7...
For event #4, the Anglers Choice event, anglers may fish any non scheduled river sites on the following rivers: Stillwater, Auglaize, Blanchard, Huron, Big Darby, Lee's Creek, and Rattlesnake Creek)
4I- The top 2 anglers in each division will get a bye to the Wade War. A maximum of 5 anglers per division (3rd through 8th) will compete in the NAPRA CUP. This would be a maximum of 10 anglers in the NAPRA CUP. For the Wade War a maximum of 8 will advance to the Wade War....
